Bill4U Terms & Conditions
Bill4U service is provided by St. Croix Electric Cooperative with assistance from Computer Programming Services, Inc. Information collected from you during Bill4U enrollment will be used only to assist in presenting your St. Croix Electric Cooperative bills and in processing payments according to the terms below.
Bill4U Use. By accepting the Bill4U Terms & Conditions, you authorize your St. Croix Electric Cooperative bills to be delivered to you electronically. A notification that your bill is available will be sent to your e-mail address. Following your enrollment, you will receive one more paper statement.
If you agree to receive your bills electronically through Bill4U, you may pay your bills in one of three ways:
Paying your bills via automatic bank withdrawal requires a pre-arranged agreement with St. Croix Electric Cooperative. The amount of your bill will automatically be withdrawn from your bank account each month.
Paying your bills through Bill4U requires you to enroll one or more of your bank accounts. Then each month, you select the bank account to pay from and the amount to pay. St. Croix Electric Cooperative will not charge you fees for utilizing the Bill4U service. If you receive multiple bills, by enrolling in the Bill4U service you are agreeing to pay each of the bills individually. It is anticipated that most payments will be processed within five (5) business days of date you click to make your payment online. Online payments should be made no later than the actual due date to avoid late payment charges. A bill payment is "new" when you make the payment. New payments may be canceled or you may change the amount of a new payment. There are no fees for making, changing, or canceling a payment. A bill payment is "processed" once it has been pulled from the Bill4U system to send to the bank for processing, which will be within 5 business days of the day you made the payment. Processed payments may not be canceled or changed. We will make every possible effort to make your payments properly. However, we shall incur no liability if we are unable to complete any payments initiated by you because of any one of the following circumstances:
Provided none of the foregoing three (3) exceptions are applicable, if we cause an incorrect amount of funds to be removed from your payment account(s), we are responsible for returning the improperly transferred funds to your payment account.
Passwords. To use Bill4U services you select a unique User I.D. and a password during the enrollment process. Anyone with knowledge of a customer's User I.D. and password can login to Bill4U and access your account's information. Therefore, your password must be kept secret. By agreeing to the terms and conditions of this agreement, you agree to be solely responsible for the confidentiality and use of your password, as well as for any communications entered on or fund withdrawals authorized through Bill4U using your password.
If a Transaction is Returned. When making your payments online through the Bill4U service, you are requesting the system to make payments for you from your payment account(s). If we are unable to complete the transaction for any reason associated with your payment account(s) (for example, there are not sufficient funds in your Payment Account(s) to cover the transaction), the transaction will not be completed. In that case, you will immediately reimburse us the amount of the payment that has been returned to us plus applicable fees.
Address or Banking Changes. You agree to promptly change your Bill4U information with updated e-mail address information when any address change occurs. Additionally, you agree to promptly change your Bill4U information with updated banking information when any banking change occurs.
Security of Site and Confidentiality of Information. St. Croix Electric Cooperative will store and protect information collected from you during enrollment in the same manner we store and protect other personal customer information. We will only disclose information to third parties about your account or the transfers you make:
We are not responsible for any breach of security or for the actions of any third parties that may obtain any personal information. St. Croix Electric Cooperative will not be responsible for any loss resulting from a cause over which it does not have direct control, including, but not limited to, failure of electronic or mechanical equipment or communications lines, telephone or other interconnect problems, computer viruses, unauthorized access, theft, operator errors, severe weather, earthquakes or natural disasters, strikes or other labor problems, wars or government restrictions. Use of Bill4U is solely at your own risk and is subject to all applicable local, state, national and international laws and regulations. Although we have tried to create a secure and reliable service, the confidentiality of any communication transmitted over the Internet cannot be guaranteed. Accordingly, St. Croix Electric Cooperative and its affiliates are not responsible for the security of any information transmitted via the Internet. Actual or attempted unauthorized use of Bill4U may result in criminal and/or civil prosecution. For your protection, St. Croix Electric Cooperative reserves the right to view, monitor and record activity on Bill4U without notice or permission from you. Any information obtained by monitoring, reviewing, or recording is subject to review by law enforcement organizations in connection with investigation or prosecution of possible criminal activity on Bill4U. St. Croix Electric Cooperative will also comply with all court orders involving requests for such information.
Other Terms and Conditions. The terms and conditions set forth here are for the Bill4U service. They do not change any tariffs or other regulations governing the terms and conditions pursuant to which St. Croix Electric Cooperative provides you energy and related services or the terms and conditions pursuant to which St. Croix Electric Cooperative provides you use of the St. Croix Electric Cooperative website. This agreement shall be governed by the laws of the state of Wisconsin, without regard to its choice of law or conflict of law rules.
In Case of Errors or Questions About Your Electronic Bill. If you have any questions or comments regarding your bill, your electric service, or transfers from your bank account using our service, please contact us by email at email@example.com or call 1-800-924-3407.
Warranty. The foregoing shall constitute St. Croix Electric Cooperative's entire liability and your exclusive remedy. IN NO EVENT SHALL ST CROIX ELECTRIC COOPERATIVE BE LIABLE FOR ANY DIRECT, INDIRECT, SPECIAL, INCIDENTAL, CONSEQUENTIAL, OR EXEMPLARY DAMAGES, INCLUDING LOST PROFITS (EVEN IF ADVISED OF THE POSSIBILITY THEREOF) ARISING IN ANY WAY OUT OF THE INSTALLATION, USE, OR MAINTENANCE OF THE EQUIPMENT, SOFTWARE, AND/OR THIS SERVICE.
Exclusions of Warranties. THIS SERVICE AND RELATED DOCUMENTATION ARE PROVIDED "AS IS" WITHOUT ANY WARRANTY OF ANY KIND, EITHER EXPRESSED OR IMPLIED, INCLUDING, BUT NOT LIMITED TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY AND FITNESS FOR A PARTICULAR PURPOSE.
Termination or Discontinuation. In the event you wish to discontinue this service, you must initiate de-enrollment by contacting us at 1-800-924-3407. We may terminate service to you at any time and/or revoke your right to use the software. Neither termination nor discontinuation shall affect your liability or obligations under this agreement.
Limitation. Your enrollment in this service may not be fulfilled if we cannot verify your identity or other necessary information. Through your enrollment in this service, you agree that we reserve the right to obtain financial information regarding your account from a financial institution to resolve payment-posting problems.

Q: What are cookies and how do I enable them on my PC?
A: A cookie is a small text file stored on a Web Site visitor's hard drive that allows a Web server to recall certain information that the visitor has already entered. Q: What is Bill Presentment and Payment?
A: With bill presentment, you receive your monthly bills electronically when you log in to the Web site. New bills appear at the top of the list on the Online Bills page. From this page you can view a detailed bill.
Online Payment enables you to enter your checking or savings account information once during enrollment. Then each month, you authorize the payment to be made by clicking to pay. Click to pay will deduct the amount you wish to pay from your checking or savings account within 5 business days.
When you receive your bill online, you can pay your bill either through online payment, automatic payment, or in our office. Automatic payment deducts the bill amount from your checking or savings account each month without clicking to pay.

Q: How do I use Bill4U services?
A: Bill4U is a secure and easy-to-use Web-based bill presentment and payment service. Once you begin using the service, you'll find that it's useful in the following ways:

Q: Am I charged a fee for this service?
A: No. St. Croix Electric Cooperative will not charge you a fee to view or pay your bill online.

Q: What system requirements does my PC need?
A: Any PC that can access the Internet can use electronic bill presentment and payment. It is recommended that you are using a browser that supports 128 bit encryption when viewing bills online. To determine your browser version, click "Help" from your toolbar and select "About". The security level (cipher strength) is listed in that section.

Q: How do I view Online Bills?
A: You login to the Bill4U site using your User Id and password. Then you select the bill you wish to view from a list of your bills. The bill list includes the following information for each bill presented:

Q: How do I know when my bill is ready for me to view?
A: You will be sent one email for each of your accounts, notifying you that your bill is ready for you to view.

Q: Will I still receive a paper bill if I receive my bill electronically?
A: You will not continue to receive a paper bill. If you desire a paper copy, you can print copies from the e-bill site.

Q: How can I make my payment to St. Croix Electric Cooperative?
A: When you receive your bill online, you can either pay your bill online, through automatic payment, or in our office. To pay your bill online, first enroll for online payment and then each month, authorize the payment by clicking to pay. To pay your bill using automatic payment, your payment will be automatically deducted from your checking or savings account every month. Contact St. Croix Electric Cooperative for automatic payment. Q: Does my bill cycle change if I receive my bill electronically?
A: No. Electronic bills will be sent to our customers the same time paper bills are sent.

Q: What if I forgot my Password?
A: If you forgot your Password, we will email you your password if you answer the secret question you entered at enrollment. This is done by clicking the link "Forgot your password?" on the main login page. This link will take you to the Forgotten Password Login page.

Q: Can I make a one-time payment and set my account up on autopay at the same time?
A: No. You must make the one-time payment first and then go back into Pay Online and set your account up for autopay. Once you have your account set up for autopay, you can no longer make any one-time payments online, without removing your autopay status first.> Go to Top
